Adds the John G. Kulhavi Events Center at Central Michigan University to the list of designated conference centers eligible for liquor licenses on state-supported college and university property.

Authorizes the Michigan Liquor Control Commission to issue on-premises alcohol consumption licenses to conference centers, restaurants, golf courses, and stadiums at various state colleges and universities under specific conditions.

Requires that licenses for private entities operating on university land involve fair market value leases and locations designated for industrial, research, or commercial development.

Stipulates that licenses issued under this section are nontransferable and subject to standard licensing fees under section 525.

Takes effect contingent on enactment of House Bill No. 4595 of the 103rd Legislature.
