Requires the department to establish a dedicated telephone hotline solely for receiving reports of civil rights violations that allows for anonymous reporting

Mandates the department maintain a public website with information about rights under the act, an easy-to-use electronic form for anonymous reporting of violations, and prominent display of the hotline phone number

Updates existing language regarding department powers to investigate complaints, require answers to interrogatories, order submission of records, compel witness attendance, and enforce compliance through court authorization
