Creates the Office of the State Employee Ombudsman within the legislative council to investigate complaints from state employees regarding violations of law, conduct endangering public health or safety, and gross mismanagement of public funds

Grants the ombudsman authority to access all information, records, and documents from state departments and agencies, hold informal hearings, and request testimony from individuals

Requires the ombudsman to provide complainants with a resolution report within 30 days of completing an investigation and submit findings with recommendations to the legislative council

Protects complainants from retaliation by prohibiting state departments and agencies from penalizing employees for filing complaints or cooperating with investigations

Establishes violations of the act as a misdemeanor punishable by up to 1 year imprisonment, a fine up to $1,000, or both, with the act taking effect 90 days after enactment
