Appropriates $100,000,000 from the state general fund to the Department of State Police for fiscal year ending September 30, 2025, with $75,000,000 designated for storm disaster relief grants and $25,000,000 for disaster relief contingency supplement

Counties in storm-damaged areas receive funding on a first-come, first-served basis: 50% of qualified expenses immediately after the act takes effect, and the remaining 50% six months later (prorated if funds are insufficient)

Eligible uses for counties include federal match funding, emergency protective actions, shelter and supplies, debris removal, energy assistance, and repair of public infrastructure and businesses

Remaining funds after county reimbursements may be allocated to address storm damage on state-owned land managed by the Department of Natural Resources and to reimburse electric cooperatives for storm-related expenses

Unexpended funds are designated as a work project appropriation that does not lapse at fiscal year end, with a tentative completion date of September 30, 2026
