Prohibits any person or governmental entity from conducting pathogen enhancement engineering or research, defined as altering pathogens to enhance environmental persistence, transmissibility, pathogenicity, infectivity, or virulence

Violation constitutes a felony punishable by up to 5 years imprisonment, a fine up to $100,000, or both

Establishes a $50,000 whistleblower reward for individuals who report conduct leading to discovery of violations

Requires the Department of Health to notify biological research facility employees about the potential reward and distribute educational materials including information on the Biological Weapons Convention Treaty and federal law (18 USC 175)
