Defines "vulnerable roadway user" to include pedestrians, cyclists, individuals on roller skates, skateboards, wheelchairs, electric bicycles, scooters, equine riders, and USPS employees on rural delivery routes

Creates enhanced penalties for moving violations causing harm to vulnerable roadway users: up to 1 year imprisonment and $1,000 fine for injury; up to 5 years and $5,000 for serious injury requiring hospitalization; up to 10 years and $7,500 for death

Expands the "move over" law (section 653a) to apply to any stationary vehicle displaying warning lights, not just authorized emergency vehicles

Increases civil fine for move over law violations from $400 to $750 when the stationary vehicle is an authorized emergency vehicle with emergency personnel present

Takes effect 90 days after enactment and is contingent on passage of companion bill SB ____ or HB 4335
