Creates state felony crimes for knowingly bringing undocumented immigrants into the U.S. at non-designated ports of entry, transporting or harboring them, concealing them from detection, or encouraging/inducing illegal entry

Establishes penalties ranging from 5 years/$10,000 fine for basic violations up to 10 years/$20,000 fine for offenses committed for commercial gain or financial profit

Imposes enhanced penalties of up to 20 years for violations resulting in serious bodily injury, and life imprisonment for violations resulting in death

Makes it a felony punishable by up to 5 years/$8,000 fine to knowingly hire 10 or more undocumented workers during any 12-month period, with enhanced 10-year penalties for organized operations or dangerous transport conditions

Provides an exception for religious denominations bringing in ministers or missionaries who serve as uncompensated volunteers and have been denomination members for at least one year
