Withholds state revenue sharing payments from cities, villages, townships, and counties that enact or enforce laws, ordinances, policies, or rules violating the "local government sanctuary policy prohibition act" or the "county law enforcement protection act"

Payment withholding applies for fiscal years beginning on or after October 1, 2025, and continues as long as the local government maintains the prohibited sanctuary policy

Amends the Glenn Steil State Revenue Sharing Act of 1971 to add this new enforcement mechanism

Contingent on passage of House Bill 4338 and House Bill 4339 of the 103rd Legislature (tie-barred bills)

Retains existing provisions allowing withholding of payments for failure to submit required financial reports or audits and for local governments operating in deficit conditions
