Authorizes city legislative bodies to pass resolutions allowing cities to contract for maintenance or improvement of private roads by creating special assessment districts

Requires petitions from more than 50% of property owners along a private road's frontage to request maintenance or improvements from the city

Allows costs to be spread among all property owners in the special assessment district either equally or on a pro rata frontage basis, with mandatory public hearings before assessments are finalized

Limits special assessment districts for private road maintenance programs to a maximum of 5 years, requiring creation of a new district to continue beyond that period
