Authorizes "qualified authorities" (those operating sewage or water systems with weekly treatment capacity of 1 billion gallons or more) to create their own law enforcement agencies and appoint law enforcement officers

Grants law enforcement officers of qualified authorities the same powers as state peace officers, including authority to enforce state criminal laws, local ordinances, and federal regulations related to utility system security

Allows qualified authorities to adopt and enforce ordinances with civil fines up to $1,000 and criminal penalties (up to 90 days imprisonment and/or $500 fine) for violations such as submitting false statements or tampering with monitoring devices

Streamlines the ordinance adoption process for qualified authorities by removing the requirement for constituent municipality concurrence, requiring only governing body resolution and public notice

Requires law enforcement agencies of qualified authorities to submit monthly uniform crime reports to the Michigan Department of State Police
