Expands the definition of peace officers who may exercise authority outside their geographic boundaries to include officers of "qualified authorities" (water, sewage disposal, or waste management service providers)

Allows law enforcement officers of qualified authorities to pursue and detain individuals who commit violations while outside the authority's boundaries if the officer witnessed the violation from within the authority's boundaries

Defines geographic boundaries for qualified authorities to include both the authority's own boundaries and the boundaries of any county, city, village, or township that contracts with the authority for water, sewage disposal, or waste management services

Adds qualified authority officers to existing provisions allowing peace officers to enforce state laws, administrative rules, and local ordinances in conjunction with Michigan State Police or other local peace officers

Includes a tie bar provision requiring Senate Bill No. ____ or House Bill No. 4352 of the 103rd Legislature to be enacted for this bill to take effect
