Prohibits clerks from canceling a voter's registration solely based on their failure to vote

Requires the Secretary of State to send forwardable mail to registered electors who have not voted for 8 or more years within 180 days after each general November election, including a prepaid return card to verify current address

Electors receiving the notice must respond, vote, or engage in voting-related activity by the first business day after the second general November election following the notice date to maintain their registration

If an elector returns the verification card with a signature that doesn't match the qualified voter file, the clerk must challenge their registration and notify the elector of steps to resolve the mismatch

If the mailed notice is returned as undeliverable, the Secretary of State must challenge the registration and cancel it if the elector takes no voting-related action by the deadline
