Changes the start date for terms of office for village presidents, clerks, treasurers, and trustees from November 20 to December 1 following their election and qualification

Requires village councils to appoint a president pro tempore on December 1 of each year instead of November 20

Prohibits individuals elected to fill vacancies from taking the oath of office until election results have been certified by the appropriate board of canvassers

Updates language throughout the General Law Village Act from "shall" to "must" for consistency

Maintains existing term lengths of 2 years for president, clerk, and treasurer, and either 2 or 4 years for trustees depending on village ordinance
