Requires mandatory newborn screening for congenital cytomegalovirus (CMV) to be added to Michigan's existing panel of required newborn tests, which includes phenylketonuria, sickle cell anemia, and other conditions

Directs the Michigan Department of Health and Human Services to develop and disseminate educational materials about CMV covering incidence, transmission to pregnant women, birth defects, diagnosis methods, testing options, prevention measures, and resources for affected families

Mandates that positive CMV test results be reported both to the department and to the infant's parents, guardian, or person in loco parentis

Amends the Public Health Code (1978 PA 368) by modifying sections 5431 and 5432 and adding new section 5143 to establish these CMV-related requirements
