Expands the definition of "alternating proprietorship" to include mixed spirit drink manufacturers who take turns using the same space and equipment to manufacture mixed spirit drinks in accordance with federal regulations (27 CFR 19.141)

Authorizes the Michigan Liquor Control Commission to approve mixed spirit manufacturers participating in alternating proprietor operations, subject to written approval from the federal Alcohol and Tobacco Tax and Trade Bureau

Allows suppliers licensed in the supplier tier to manufacture private label beer, wine, or mixed spirit drinks for retailers, provided specific requirements are met including registration, independent wholesaler appointment, and compliance with distribution laws

Updates definitions in section 603 to clarify that "supplier" includes mixed spirit drink manufacturers and outstate sellers of mixed spirit drinks, excluding master distributors

Takes effect on the 91st day after final adjournment of the 2025 Regular Session (sine die)
