Establishes a mandatory public disclosure form for legislatively directed spending items (earmarks) that legislators must submit to be considered for funding

Requires disclosure of sponsoring/cosponsoring legislators, recipient information, physical address, employer identification number, requested amount, public benefit justification, prior funding history, and estimated project completion timeframe

Imposes additional eligibility requirements for nonprofit corporation recipients: must have operated continuously in Michigan for 36 months, maintained a physical office in the state for 12 consecutive months, and have a board of directors

Mandates sponsoring legislators certify they and their immediate family members and staff have no direct or indirect pecuniary interest in the spending item, and that the recipient is not a for-profit entity

Takes effect January 1, 2026, contingent upon enactment of Senate Bill No. 596 of the 103rd Legislature
