Increases the per-case offset payment to spirits vendors from a range of $8.25-$12.50 to a fixed $12.50 beginning March 1, 2025, to cover costs of contracting with authorized distribution agents for warehousing and delivery

Requires annual adjustment of the per-case offset starting October 1, 2025, based on Consumer Price Index increases or 5%, whichever is less

Adds a new mandatory $1.75 per-case payment from spirits vendors directly to authorized distribution agents, which is not subject to adjustment by the commission or state treasurer

Allows vendors and authorized distribution agents to negotiate per-case payments higher than the $1.75 minimum

Authorizes the commission to make additional payments to authorized distribution agents based on a methodology the commission establishes
