Lowers the minimum age requirement from 21 to 18 years old for individuals to operate commercial motor vehicles for intrastate transportation of property or passengers in Michigan

Maintains the requirement that individuals must be at least 18 years old when transporting hazardous materials requiring vehicle marking or placarding under federal regulations

Removes the previous distinction that required drivers to be 21 years old specifically for hazardous materials transport within the state

Requires commercial motor vehicle operators to hold a valid medical waiver card or be excepted from medical waiver card provisions under the Motor Carrier Safety Act

Removes outdated reference to grandfather rights cards that were valid only until December 31, 2014
