Allows the Michigan Employment Relations Commission to certify a labor organization as the exclusive bargaining representative for public employees if more than 50% of workers in a unit sign a petition, without requiring a secret ballot election

Retains the existing election process when 30% or more of public employees petition for representation and the employer declines to recognize the representative

Prohibits new representation elections or certification petitions in a bargaining unit where a valid election was held or a representative was certified within the preceding 12-month period

Maintains the existing 3-year bar on elections during a valid collective bargaining agreement, after which non-party petitioners may seek an election
