Prohibits health facilities and agencies that receive state money from using those funds to interfere with or discourage employee unionization, including anti-union communications, hiring consultants to deter unions, holding meetings to influence employees against unionizing, or planning activities to impede labor organizations

Requires health facilities receiving state funds to maintain accurate records of all state money expenditures and submit quarterly reports to the Department of Health within 30 days after each calendar quarter

Authorizes the department to audit health facility records on its own initiative or in response to credible complaints to ensure compliance with the restrictions

Allows the attorney general or private individuals to bring civil actions to recover the full value of state money spent in violation, with damages deposited into the general fund

Imposes a 3-year ban on receiving state money for any health facility found to have violated these provisions
