Requires the Secretary of State to verify citizenship status through motor vehicle databases, SAVE (Systematic Alien Verification for Entitlements), or other programs when a registered voter presents a legal document indicating they are not a U.S. citizen during a state transaction

Mandates the Secretary of State to notify individuals flagged as non-citizens that their voter registration will be canceled in 60 days unless they provide proof of U.S. citizenship or written verification

Allows individuals to submit citizenship documentation along with supporting documents such as marriage licenses or divorce certificates to account for name changes

Cancels voter registration and removes individuals from the qualified voter file if they fail to respond with proof of citizenship within 60 days of receiving notice

Directs the Secretary of State to establish rules through the Administrative Procedures Act for appealing voter registration cancellations
