Exempts minors with medically verifiable disorders of sex development, those with abnormal sex chromosome structure confirmed by genetic or biochemical testing, treatment for complications from prior procedures, and emergency medical situations

Allows individuals who received prohibited procedures as minors to file lawsuits until age 38, while other plaintiffs have a 2-year statute of limitations from when the cause of action accrues

Awards reasonable costs and attorney fees to prevailing plaintiffs and authorizes the Attorney General to bring enforcement actions

Defines "sex" as an individual's immutable biological classification as male or female based on reproductive function
