Defines "caregiving expenses" as costs for direct care, protection, and supervision of children or persons with disabilities/medical conditions for whom a candidate has caregiving responsibility

Excludes private school tuition, medical expenses, tutoring services, and payments to relatives from caregiving expenses unless the relative operates a professional day-care or babysitting service at standard rates

Allows candidates to use campaign funds for caregiving expenses that result directly from engaging in campaign activities

Permits public officials to use campaign funds for caregiving expenses that result directly from carrying out the business of an elective office as an "incidental expense"

Amends the Michigan Campaign Finance Act (1976 PA 388) sections 3, 6, and 9 to incorporate these new provisions
