Specifically exempts fentanyl testing strips from being classified as drug paraphernalia

Retains the existing definition of drug paraphernalia covering equipment designed for planting, cultivating, manufacturing, processing, or introducing controlled substances into the body

Maintains the list of items considered drug paraphernalia including cocaine kits, weight scales, isomerization devices, snorters, and concealment devices
