Increases the maximum funding level for Michigan's Disaster and Emergency Contingency Fund from $10,000,000 to $15,000,000

Raises the minimum required funding level from $2,500,000 to $7,500,000

Maintains existing provisions allowing the fund to be used for overtime, travel, and subsistence expenses for state employees during disasters, as well as other disaster mitigation and response needs

Updates the federal statutory reference for disaster relief grants from "the disaster relief act of 1974, Public Law 93-288, 88 Stat 143" to the current U.S. Code citation (42 USC 5121 to 5207)

Preserves the rule that unexpended funds do not lapse to the general fund and carry forward to subsequent fiscal years
