Amends Michigan's Public Health Code regarding penalties for selling, manufacturing, or possessing adulterated or misbranded drugs and devices

Maintains existing penalty structure: base felony up to 2 years/$1,000 fine; up to 4 years/$4,000 for personal injury; up to 5 years/$5,000 for serious bodily impairment; up to 15 years/$20,000 for death

Modifies the most severe penalty (life without parole) for violations resulting in death when the person intended to kill or cause serious impairment to 2 or more individuals by adding an exception for certain sentencing procedures under the code of criminal procedure

Makes primarily technical/stylistic changes to statutory language (replacing "shall" with "must" or "may" and restructuring sentence construction)

Contingent on enactment of HB 4506, creating a tie bar between the two bills
