Prohibits state agencies and departments from advocating for or supporting the testing, adoption, or implementation of a central bank digital currency by the federal government

Prevents state and local governments from prohibiting the operation of blockchain nodes, transfer of digital assets on blockchain protocols, or participation in blockchain staking

Shields from civil liability any person who only validates blockchain transactions, operates nodes, or provides digital asset mining or staking services
