Establishes formal definitions for "department" and "eligible independent nonprofit college or university" with specific criteria including state location, civil rights compliance, non-sectarian instruction requirements, and department approval

Eliminates tuition grant eligibility for graduate students (previously allowed up to 6 semesters) and dental education students (previously allowed up to 8 semesters), limiting grants to undergraduate students only

Makes students who receive Michigan Achievement Scholarships ineligible for tuition grants under this program

Removes the prohibition against incarcerated individuals receiving tuition grants
