Reduces the deadline for mental health professionals to release records pertinent to child abuse or neglect investigations from 14 days to 7 days after receiving a request from the department.

Requires department caseworkers or administrators to submit written requests for mental health records when there is compelling need to determine whether child abuse or neglect occurred or to protect a minor at substantial risk of harm.

Waives multiple patient-provider privileges for records released under this section, including physician-patient, dentist-patient, psychologist-patient, and licensed counselor-client privileges.

Provides immunity from civil or administrative liability for individuals who release mental health records in good faith under this section, unless the conduct constitutes gross negligence or willful misconduct.

Tied to House Bill No. 5220 of the 103rd Legislature; the amendments will not take effect unless that companion bill is also enacted into law.
