Expands felony assault laws (MCL 750.81d) to include assaults against health professionals and medical volunteers who are performing their duties at or near a hospital, health system, or health care provider

Creates tiered penalties for assaulting health professionals: up to 2 years imprisonment or $2,000 fine for basic assault; up to 4 years or $5,000 for injuries requiring medical attention; up to 15 years or $10,000 for serious bodily impairment; up to 20 years or $20,000 if death results

Removes existing enhanced fine provisions for assaulting health professionals from the general assault statute (MCL 750.81) and aggravated assault statute (MCL 750.81a), consolidating protections into the felony statute

Defines "health professional" as hospital or health system employees whose duties involve direct patient care requiring licensure, or those providing security, patient monitoring, or indirect care under hospital direction

Takes effect 90 days after enactment, contingent on passage of companion bills HB 4534 and HB 4535
