Creates a new assisted outpatient treatment diversion program allowing defendants charged with misdemeanors or offenses against health professionals to be diverted from criminal prosecution into mental health treatment

Allows prosecutors, defendants, or defense counsel to request an assessment to determine if a defendant qualifies for diversion; either party can oppose the motion, which blocks diversion and triggers standard competency procedures

Misdemeanor charges must be dismissed 90 days after entry of an assisted outpatient treatment order, or 180 days for serious misdemeanors and offenses against health professionals

Expands who can testify that an individual requires treatment to include psychiatric nurse practitioners and physician assistants working under psychiatrist supervision

Takes effect 90 days after enactment, contingent on passage of House Bills 4532, 4533, and 4535
