Expands eligibility for the Michigan Housing and Community Development Fund from projects in "downtown areas or adjacent neighborhoods" to projects located anywhere in the state

Adds "middle-income households" (up to 120% of area median income) as eligible beneficiaries alongside low-income, very low-income, and extremely low-income households

Removes several allocation requirements including the 25% earmark for non-special population rental housing, the 30% earmark for extremely low-income households, and the 20% set-asides for households earning no more than 60% of area median income

Requires the allocation plan to consider the number of persons with disabilities and accessible housing units when distributing funds throughout the state

Mandates virtual participation options for public hearings and additional outreach methods targeting persons with disabilities, people with limited English proficiency, and low-income households
