Establishes civil liability for any person who causes injury or death to a service animal, whether through their own conduct or through an animal they own

Allows recovery of economic damages including the value of the killed or disabled service animal, damaged equipment replacement costs, veterinary expenses, transportation, lost earnings, and boarding costs

Permits recovery of retraining/rehabilitation costs for injured service animals and full replacement costs including locating, purchasing, transporting, and training a new service animal

Authorizes punitive damages when the liable person's conduct was intentional or reckless, plus attorney fees and actual costs

Applies liability regardless of whether the conduct causing injury was intentional, reckless, or negligent, and preserves any other legal remedies available to the service animal's owner or handler
