Requires community colleges to designate athletic teams based on biological sex and prohibits male students from participating on female athletic teams; authorizes withholding 5% of monthly operations funding for noncompliance

Establishes tuition restraint requirements limiting tuition and fee increases for in-district students to the greater of 3.0% or $149.00 for the 2025-2026 academic year, with colleges exceeding the cap ineligible for performance funding
