Retains disqualifications for applicants with felony convictions, certain misdemeanor convictions within specified timeframes, dishonorable military discharge, mental illness history, or active protective orders against them

Application process remains unchanged, including the $100 non-refundable fee, fingerprinting requirements, and 45-day processing timeline by county clerks
