Establishes the "Maximizing American Grid Affordability (MAGA)" act creating locally distributed shared solar (LDSS) facilities that allow multiple subscribers to receive bill credits from shared solar installations

Requires LDSS facilities to use solar panels not manufactured in China, North Korea, or Iran, with capacity limits of 20 megawatts for commercial rooftop installations or 5 megawatts for ground-mounted systems

Mandates that at least 60% of facility capacity be subscribed by small subscribers (40 kilowatts or less) within one year of operation, with no single subscriber holding more than 40% interest

Requires the Michigan Public Service Commission to promulgate rules within one year establishing bill credit rates equal to full retail rates, ensuring all customer classes can participate, and requiring subscriptions be offered to low-income households

Third-party developers must own at least 25 megawatts of solar capacity in other states, guarantee subscribers minimum 10% bill savings, and allow penalty-free subscription termination at any time
