Prohibits dentists without a health profession specialty field license from advertising or representing themselves as "dental specialists" or as specializing in any area of dentistry, effective 90 days after enactment.

Bars unlicensed dentists from promoting specialty services in a manner that would lead the public to reasonably conclude they have advanced training in that specialty field.

Eliminates disclaimers as a defense, meaning dentists cannot avoid violations by simply stating they lack specialty licensure while still advertising specialty services.

Maintains that dentists without specialty licenses may still perform services in specialty fields; the restrictions apply only to advertising and public representations.

Requires enactment of companion bill HB 4594 for this legislation to take effect.
