Expands the definition of organized retail crime to include gift card fraud committed knowingly and with intent to defraud

Makes it a crime to acquire possession of a gift card or gift card redemption information with fraudulent intent

Prohibits altering, tampering with, or exploiting gift cards, gift card redemption information, or gift card holders, issuers, or sellers

Criminalizes using fraudulently obtained gift cards or gift card redemption information to obtain money, goods, services, or other items of value

Takes effect 90 days after enactment; organized retail crime remains punishable by up to 5 years imprisonment and/or $5,000 fine
