Expands the crime of making a terrorist threat from two prohibited acts to three by adding a new provision covering threats made with reckless disregard that the communication would be viewed as threatening violence

Creates a new standard for terrorist threat prosecution where a person knowingly communicates a threat while aware it would be viewed as threatening violence

Adds liability for those who communicate terrorist threats with reckless disregard of a substantial risk that the communication would be perceived as threatening, even without direct knowledge

Maintains existing penalties of up to 20 years imprisonment and/or fines up to $20,000 for violations

Takes effect 90 days after enactment into law
