Grants each local board of election commissioners control over creating their own test deck process for accuracy testing of electronic voting systems

Prohibits the Secretary of State from restricting local boards from using any source to create test decks, entering exclusive contracts with a single vendor for test deck creation, or centralizing all state ballot information with one vendor for test decks

Requires the Secretary of State to prescribe test deck procedures that are clearly defined, readily understandable, reproducible, and do not rely on proprietary systems or non-public information

Changes random accuracy testing by the Secretary of State to use test decks prepared by local election commissioners rather than by the Secretary of State

Removes provisions allowing villages and school districts to independently adopt electronic voting systems and eliminates requirements for testing new systems at elections before general elections
