Adds a new sentencing guideline category under Offense Variable 7 (aggravated physical abuse) assigning 25 points when a companion animal is treated with sadism, torture, excessive brutality, or similarly egregious conduct during an offense

Maintains the existing 50-point assignment for such treatment of human victims as the highest scoring category

Expands the definition of "sadism" to include conduct subjecting a companion animal (not just human victims) to extreme or prolonged pain or humiliation for the offender's gratification

Requires companion animals placed in danger of injury or loss of life to be counted when assigning sentencing points

Takes effect only if House Bills 4646 and 4651 of the 103rd Legislature are also enacted into law
