Amends Michigan's criminal sentencing guidelines to include physical injury to a "companion animal" as a factor in calculating Offense Variable 3, which previously only considered injury to human victims

Establishes new point values for companion animal harm: 50 points if killed (100 points for human death), 25 points if killed in vehicle-related offenses, 15 points for life-threatening or permanent incapacitating injury, and 5 points for bodily injury requiring medical treatment

Requires scoring 50 points when a companion animal is killed during commission of a crime if killing the animal is not the sentencing offense itself

Applies reduced companion animal death points (25) in cases involving impaired operation of vehicles, vessels, ORVs, snowmobiles, aircraft, or locomotives

Takes effect only if House Bill No. 4646 of the 103rd Legislature is also enacted into law
