Revises offense variable 9 (number of victims) in Michigan's sentencing guidelines to include companion animals as victims in calculating criminal sentences

Assigns 50 points when multiple companion animals were killed, making it the second-highest scoring category after multiple human deaths (100 points)

Assigns 15 points when 10 or more companion animals were placed in danger of physical injury or death, and 5 points for 2 to 9 companion animals endangered

Requires counting each companion animal placed in danger of physical injury or loss of life when scoring the offense variable

Takes effect only if House Bill 4646 is also enacted into law (tie bar provision)
