Prohibits completely closing a highway or bridge to traffic if it provides the only access or exit for a community

Prohibits complete closure if the only alternative access for a community is regularly blocked by railroad crossings

Allows complete closure only when construction, improvement, or repair makes it absolutely necessary and no method of allowing traffic during work is feasible

Requires any complete closure under the exception to last only as long as necessary, with work completed expediently to reopen at least a portion of the road as soon as possible
