Allows public school employee retirees to direct their retirement allowance payments to a special needs trust (established under 42 USC 1396p(d)(4)(A) or (C)) if the retirement allowance beneficiary is a beneficiary of such a trust

The retirant can provide written direction to the retirement system to pay the allowance to the trust, or after the retirant's death, the retirement allowance beneficiary or their legal representative can provide such direction

Legal representatives may direct payments to the trust if the retirement allowance beneficiary is a minor or incapacitated

Makes various technical and modernizing language updates throughout the Public School Employees Retirement Act, including replacing "shall" with "must" or "will" and updating gendered pronouns to gender-neutral language
