Allows courts, the Department of Corrections, Department of Health and Human Services, law enforcement agencies, county sheriffs, and prosecuting attorneys to provide victim notifications using alternative communication technology (such as electronic methods) in addition to standard notice requirements

Participation requires enrollment in a grant program under the Crime Victim Communication Modernization Act and compliance with standards set by the designated office

Victims may opt out of receiving notifications through alternative communication technology by providing written notice to the relevant agency

Qualifying notices eligible for electronic delivery are those not required to be sent by mail and that do not require specific documents or forms to be attached

Takes effect 90 days after enactment, contingent on passage of companion bill HB 4661 or SB ____ (the Crime Victim Communication Modernization Act)
