Authorizes equipment rental businesses to sell motor fuel to customers renting equipment through either a flat rate/surcharge or a per-gallon fee clearly stated in the rental contract.

Limits eligibility to qualified equipment rental locations selling less than 3,000 gallons of motor fuel per calendar year.

Requires qualified dispensers to be fuel containers of 110 gallons or less with specific components including a volumetric flow meter accurate to plus or minus 1.0% and capable of displaying fuel to the nearest 0.1 gallon.

Defines qualified equipment renters as businesses in NAICS codes 532310 (General Rental Centers) or 532412 (Construction Equipment Rental) that receive more than 25% of gross receipts from equipment rentals.

Takes effect only if HB 4679 is also enacted into law (tie bar provision).
