Amends Michigan's Weights and Measures Act to exempt "qualified dispensers" from individual device inspection and testing requirements if they comply with section 28g and applicable US Department of Transportation regulations

Removes the requirement that cottage food operations must be registered with the MSU Product Center to omit their address from product labels; only compliance with the food law is now required

Adds exceptions to certificate of conformance, uniform basis conformance, and commercial weights and measures specifications for devices covered under the new section 28g provisions

Bill is contingent on the enactment of HB 4678, which would define "qualified dispenser" and establish section 28g requirements
