Amends Michigan's existing law prohibiting wearing masks to conceal identity while committing crimes, maintaining the misdemeanor penalty of up to 93 days imprisonment and/or $500 fine

Authorizes law enforcement officers to stop individuals wearing face coverings and request they remove the mask and provide identification under two circumstances: when the mask is worn to threaten, intimidate, injure, or oppress others, or while violating state law or local ordinances

Creates a new misdemeanor offense for refusing to comply with a law enforcement officer's request to remove a mask and provide identification, punishable by up to 1 year imprisonment and/or $2,500 fine

Takes effect 90 days after enactment into law
