Creates a new "secondary school facility license" for cosmetology schools to operate satellite classroom locations separate from their main premises, available only to those already licensed to operate a school of cosmetology.

Secondary school facilities must provide classroom-based cosmetology instruction only and are prohibited from offering services to the public or having public-service equipment like hydraulic styling chairs or hair-styling stations.

All instructors at secondary school facilities must be licensed cosmetology instructors with at least 3 years of experience in the cosmetology services being taught.

License applications must include the facility's intended use, address, and detailed floor plans showing classroom arrangement, equipment placement, and entrances/exits; facilities must pass department inspection.

Licenses become void upon sale, transfer of ownership, or location change, requiring a new application; the department must promulgate implementing rules within 18 months of the act's effective date.
